Problem with that is it's difficult to get together guilds that can do the 40-man content. Problem was, in order to add more challenge once the 10-man raids were "easy" was to make the raids bigger: 25-man and 40-man. Getting to level cap (originally 60) was where the real game started with the dungeons and raids. The gist of it is that WoW and City are diametrically different games.
